Standards: - MG Skew- Structural Skew: Allowing the Aff to read a procedural position that takes out the entirety of the PIC’s position and forces a theoretical debate puts the aff in a structurally advantageous position that moots all of the LOC offense. - Block Restart: Not only does this mean all of the substance of the LOC goes away, but it means that the block has to restart its strategy completely with new arguments and round strategy focused around the possibility of losing on a one shot kill. This is uniquely bad for the negative because it means that the PMR will always get golden answers to anything the block says which since they are good debaters means the neg always loses. - Internal link to Fairness: This will always be unfair because it gives the PMR multiple different routes to the ballot, they can just go for theory or kick out of it and go for substance the block under-covered and it creates a structural situation in which the neg will always lose by just being the negative because the aff gets protected irrefutable answers to the entire neg strat. Policy Education- Real World: Policies are passed or rejected on a process of perpetual removal, inclusion, and addition of parts of the policy that were not in its original formation. Sometimes the question of whether a policy is passed into law or not is dependent on this, for example Bernie Sanders support for the Brady Handgun Prevention Act was predicated on the addition of a clause that specifically protected women from abusers. This means that PICs are the best internal link to real world policy education. - Policy Education key: Policy education is uniquely key because not only does it allow for us to understand the way in which the political system operates, but also because of that, the best way to break down the specific apparatuses that we isolate as violent in the first place. This means that the interp controls the internal link to resolving the harms of the 1AC. #### Voters: Fairness
